The applicant is applying to construct a new diesel canopy to relocate the diesel pump.
Tim Hogan presented with new plans dated 9/15/2023. Tim is an engineer who was brought on partway through the project. The board already has plans on the structure of the diesel pump area. The canopy is 24×36 with a 16 foot headroom clearance. Tim went over updates he made to the plan based on concerns raised by the Planning Board at the September 11th meeting regarding pavement. Also noted were the location of the septic leach lines based on test holes that were dug to determine the end of the fields. For the benefit of the board, John stated that he met Friday with Kelly and Tom Haver, Tim Hogan and Ken Cutler at the site as well as speaking with Joe Bradley earlier in the day to review the site to make sure what needed to be indicated on the site plan. Other pages included in the plan were signage locations as well as one page showing each of the signs to be used and the sizes of such. The board reviewed the prior SEQR responses and agreed that all the concerns were addressed in the new plans. The board also agreed that this did not need to go back out to SEQR. Tim had only brought 2 plans and the board will need 4. Tim said he would bring additional plans to the town later this week or next.
Paul made a motion to approve the project, Kathy seconded. All approved.
DG Market (on the site of the former bowling alley)

Carson Styles from The Broadway Group presented to the board with plans to build a Dollar General Market on the site of the former bowling alley on Route 12. He had no plans tonight, but a team had already gone out to the site to do geotechnical testing and infiltration testing to see where the septic system would be located. But Carson wanted to talk tonight about building design. The store would be one of their market stores at 12,480 square feet. Leo said this is a permitted use and size is limited by the Planning Board. Carson presented a color rendering of the store and he can work with the town on appearance and coloration. Leo had questions about the location of the loading dock and truck traffic. Leo and the board also suggested that Carson come back to the board with 2 or 3 color combinations that the board could review.
Joe Samson brought up the close proximity of the Penn Mountain snowmobile trail. The president of the Penn Mountain club had concerns on whether the trail could continue through that property. Bill Noeth will obtain that information and email it to Carson to keep in mind when designing the property.
So the next steps are to put together a formal site plan application as well as a sign permit application. It was advised that he come to the work session with plans for review. Leo advised that fees for the outside agency review by our Town Engineer is the cost of the applicant. Paul reminded Carson that the area has septic systems, not municipal sewers.
